The Global Centre for the Responsibility to Protect wrote an open letter to Member States of the United Nations, urging them to participate constructively in the 23 July 2009 General Assembly debate on the Report of the UN Secretary-General, Implementing the Responsibility to Protect. 16 notable individuals in the field, including Desmond Tutu, Juan Méndez, Gareth Evans and Mohamed Sahnoun, signed the letter.
