UN Secretary-General Report on “Responsibility to protect: timely and decisive response”

United Nations (UN) Secretary-General Ban Ki-moon published his fourth report since 2009 on the Responsibility to Protect (RtoP, R2P), The Responsibility to Protect: Timely and Decisive Response in advance of the UN General Assembly informal interactive dialogue on the same subject to take place on 5 September 2012. The report has been long awaited by Member States and civil society organization. In the Report, the Secretary-General discusses tools under the third pillar of RtoP that are available for implementation, including a wide range of measures such as mediation, preventive diplomacy, public advocacy, fact-finding missions, commission of inquiry, monitoring and observer missions, International Criminal Court referrals, targeted sanctions, and the use of military force. He also discusses different actors available to implement measures and the “responsibility while protecting” concept that was proposed by Brazil in a 9 November 2011 concept note.
